  8.  AB    OBJECTIVE: To evaluate the impact of economical and social changes which
  9.        the Russian community undergoes at the moment on AIDS policy. METHODS:
  10.        Analysis of some factors influencing upon the efficiency of development
  11.        of AIDS programmes and control for HIV infection in Russia. RESULTS:
  12.        Although only 717 cases of HIV-infection in Russia citizens were
  13.        reported in 1987-1993 (102 of them were registered in 1993) the threat
  14.        of rapid pandemic is imminent. Low living standard of population causes
  15.        the increase of number of persons (especially among teenagers and young
  16.        adults) earning their livelihood by sex. The increase in STD's incidence
  17.        observed in young generation on the wave of sexual revolution makes the
  18.        problem of proper sexual education crucial. To aggravate the situation
  19.        the increase in number of IVDUs is observed. Mass media pay scanty
  20.        attention to AIDS problems. On the contrary for commercial purposes the
  21.        advertisements of sex services, erotic massage etc. are frequently met
  22.        in newspapers. The activity of private practitioners and firms engaged
  23.        in medical services is difficult to be controlled by sanitary inspection
  24.        stations at the moment thus presenting a risk of possible HIV
  25.        transmission. Deficient financing of AIDS programmes results in
  26.        impossibility to conduct AIDS research on full scale. Significant
  27.        decrease of pay leads to AIDS specialists leaving the service for more
  28.        paid vacancies in commercial or abroad firms. DISCUSSION AND
  29.        CONCLUSIONS: It is necessary to intensify AIDS education activities
  30.        aiming at the government decision-makers and mass media. Urgent special
  31.        programmes on involving of certain groups and the population in general
  32.        into AIDS Health Promotion Campaign should be developed.
